Galen Fountain has taught at the Batten School since fall of 2012. Previously, he served for nearly two decades as Clerk of the U.S. Senate Appropriations Subcommittee on Agriculture, Rural Development, Food and Drug Administration, and Related Agencies and prior to that as Counsel to the Senate Committee on Small Business.
In his capacity as Appropriations Clerk, Fountain was responsible for oversight of agencies under the jurisdiction of the Senate Agriculture Subcommittee, conducting analysis of annual Presidential budget requests, providing funding and policy recommendations to Appropriations Committee chairmen and ranking members, and working to ensure enactment of annual and supplemental appropriations measures. On several occasions, he led congressional staff delegation missions overseas, mostly in regard to trade and food security operations in developing countries.
Fountain received his B.A. in History from Wichita State University and J.D. from the University of Arkansas (Little Rock) in 1989 after which he was admitted to the Arkansas bar. More recently, he has provided consulting services to the World Food Program USA organization in Washington, D.C. that conducts policy development, education, outreach, and advocacy in support of the mission of the United Nations World Food Programme.
